not sure if target is international or not but in this weeks flyer target is offering buy 2 games on any console and get one free. which isn't a bad deal at all.

but I've read people have their items shipped to a P.O box and then have it forwarded to them overseas.

I'm probably blind but I couldn't find the details. Like can you buy 2 $8.00 games and get a $60.00 game free. My guess is you have to select the 3 games and the cheapest one is free.

I checked the flyer and your right the lowest priced one would be free. the deal is only worth it if you were getting only new releases.
